RISE Program is launched with the aim to improve the quality of education across countries by studying the current education system, engaging with researchers to understand how education system function, ensuring teachers and policy makers have access to most relevant and updated information.
The Human Right is Education and not attendance at school or colleges. The vast majority of uneducated students can be found in Schools. RISE aims to study the underlying causes of education system failure in India. RISE will conduct a research intended to find ways to improve student achievement in India where skills are in shortage and demand is rising.

- Alejandro J. Ganimian is an Education Post-Doctoral Fellow at the Abdul Latif Jameel Poverty Action Lab (J-PAL) South Aisa in India. J-PAL South Asia which is based in India, analyzes and disseminates research results and builds partnerships with policy makers to ensure policy is driven by evidence and that program proven effective are scaled up.
- Karthik Muralidharan is an associate professor at University of California and Co-Chair of Education Research at the J-PAL.

Now the government in Budget 2018 announced implementation of RISE (Revitalizing infrastructure and systems in Education) by 2022 with an investment of INR 1,00,000 Crore in next four years. He said that a survey of more than 20 lakh children has been conducted to assess the status on the ground, which will help in devising a district-wise strategy for improving quality of education. To improve the quality of teachers an integrated B.Ed. programme for teachers will be initiated. Shri Jaitley said, the Government would launch the „„Prime Minister‟s Research Fellows (PMRF)‟‟ Scheme this year. Under this, 1,000 best B.Tech students will be identified each year from premier institutions and provide them facilities to do Ph.D in IITs and IISc, with a handsome fellowship.
- Adopting a tailored, "continuous improvement" approach to school governance. Madhya Pradesh Education reforms are designed by state government of Madhya Pradesh and Ark, a UK Based international charity. The reforms are intended to improve school governance by relying on comprehensive school assessment that provide customized, real time feedback. Steps include use of school report cards, technological tools to provide real time records of students assessments and school progress.
- Use of CCTV in National Capital Territory. This is used to provide feedback to teachers, teacher selection and promotion policies. The goal of RISE is to shift the focus from attendance and disciplinary to skill development, increasing literacy and numeracy skills.
The research in India mainly uses latest evaluation techniques to see how feedback from evaluations can create an environment to improve the program and in turn, create great learning.
